Hello, 

In what country are you trying to connect to the network? Is there good coverage for LTE-m and/or NB-IoT? Note that GSM is no supported. Assuming that you are using the iBasis SIM, is it supported in the country you testing in? 

The GSMA has a map for Mobile IoT networks i.e. LTE-M and NB-IoT which shows which countries (and network operators) are supported: https://gsma.com/solutions-and-impact/technologies/internet-of-things/deployment-map/. If your country does have support, please reach out to your local operator.

I'm in Tunisia, there IS note a solution to recover data from the internal sensors of the thingy 91 nrf card as well as the gps

Unfortunately, there is no support for LTE-M or NB-IoT in Tunisia from what I can see.

The GPS receiver in the nRF9160 can possibly be used as this cannot be used when the LTE radio is active. You can test with the GNSS sample to verify GNSS functionality but it will fail for anything related to LTE.
