I talked with the person responsible for that site, and they had forgotten to update it.

This should work, you can confirm it by running a Softdevice example such as the ble_app_beacon after replacing the files and see if it works.

Is there a reason why S140 7.3.0 is not part of the SDK 17.1.0 downloaded from nRF5 SDK downloads - nordicsemi.com and is only available from S140 - nordicsemi.com ?

I'd like to confirm that we can simply replace S140 files (7.2.0) by the corresponding 7.3.0 in the appropriate SDK folder.

Revision 2 should be compatible with S140 7.3.0 and SDK v17.1.0,

So it should be fine to update your fw already now.
