That looks like a limitation in displaying the Wireshark plugin. I tried to sniff the packets with Ellisys BLE sniffer and I can see both types of packets and and the name for the transmitter.

The nRF Connect Bluetooth app for Desktop doesn't support Coded PHY.

I am not sure why the wireshark shows anonymous address, but it could just be a feature limitation in wireshark. I will try to sniff the packets using Ellysis sniffer early next week and see if I get the same results using the code attached. Thanks for your patience so far.
