First off, it's worth noting that Eddystone was discontinued by Google back in 2018, so it's not well suited for new designs I'm afraid.

As for the LEDs and TRACEDATA pins, you need to make sure that the TRACECONFIG register is set correctly indeed. This case has a description of how you could do that: How to use TRACE pins as GPIO

Also, P0.17 is not the TRACEDATA[0] pin. That would be P0.18 on the nRF52832. P0.17 is just a normal GPIO.
