I found the answer to problem, it is very esoteric, specific to my setup, and caused by something else. Thank you for help

I'm wondering if this can be an issue with the readback protection. Running nrfjprog --recover should allow you to perform west flash.

Also, could you please try running nrfprog --program <project folder>/build/zephyr/merged.hex --sectorerase --log

Would it be possible for you to test with the latest version of nrfjprog v10.22.0?

I am using the nRF9160 DK and nrfjprog --version returns

nrfjprog version 10.18.1 external

JLinkARM.dll version 7.80c

I am running this from a docker container in Ubuntu 22.04

Can you please provide some more information on how to replicate this issue? Are you using the nRF9160 DK or a custom board? Please provide the output from running nrfjprog --version in a command prompt.

I have been using "west flash" with an nrf9160dk_nrf9160_ns. I also try call JLink Commander with "west flash --runner jlink" and that returns error code 1. I could not find a list of error codes from Segger.
