We are using Keil compiler and are able to build the code for both the app core and net core, running peripherals like UART, SPI, GPIO, and IPC.
1. No, the nRF Connect SDK (NCS) and SoftDevice controller only supports gcc based compilers, and in the latest versions of NCS (2.0.0 and onwards) we only support VS code and our nRF Connect extension for it to act as an IDE.

2. No. Same reasoning as to Q1.

3. Please check out the SoftDevice Controller API documentation here. This is what we have in terms of an API for the SoftDevice Controller API. If you want an introduction on how to use the NCS and BLE controller, check out the Bluetooth Low Energy Fundamentals course in our Nordic Developer Academy.

Best regards,
