Regarding the jobs which couldn't be deleted: The portal has been updated to allow deletion of a FOTA job regardless of status. See this related thread.

Regarding the slow FOTA: Enable logging as a workaround. A fix is being worked on.

UPDATE:

All of the FOTA jobs that were previously created what that never got created suddenly all appeared at once in the active FOTA jobs list a day+ later. It seems like the FOTA job is getting put in some kind of queue behind the scenes and that queue is getting processed very slowly sometimes. It also seems like you don't get a confirmation until this queue is processed, resulting in the UI to create the job hanging.

Another bug/issue we have noticed is that if you remove a device from a group that has an active FOTA job, the job can never be cancelled or completed, because it still shows the device that was removed as queued even though it is no longer listed in the "Devices" window. The only way this resolves it seems is when the device finally receives a FOTA update, even though it's no longer part of the group.

If the device never receives the the update then you can never delete the job. It seems like if a device is removed from a group it should also be removed from an active FOTA jobs.
