&lt;p&gt;I managed to find the problem. Our custom PCB has the option for eSIM or regular SIM and it was defaulting to eSIM. &lt;p&gt;I know that our &lt;a href="https://developer.nordicsemi.com/nRF_Connect_SDK/doc/2.4.1/nrf/samples/nrf9160/modem_shell/README.html#segger-rtt-support"&gt;modem shell&lt;/a&gt; supports RTT. You may want to look into that.&lt;/p&gt;
&lt;p&gt;If that is possible hardware-wise, you could also have a some kind of production test image with &lt;a href="https://developer.nordicsemi.com/nRF_Connect_SDK/doc/latest/nrf/libraries/modem/at_host.html"&gt;AT host library&lt;/a&gt; that redirects one of the UARTs to some unused pins and then do all the configuration that way before flashing the production image.&lt;/p&gt;
