You can try to contact our local sales team to see if they can find a design house in this field for you, otherwise, you need to find a developer to work on it.

Yes, but the software is quite complex and includes a library for device listing and opening.

We do not posses the software skills to make it happen. Are nordic accepting GitHub issues so that nordic would fill in the functionality?

Cellular Monitor is opensourced here NordicSemiconductor/pc-nrfconnect-cellularmonitor (github.com), you can develop your custom app based on it.
