Sorry for the delay in the response.

Thank you for sharing the details, but I think there is some confusion here. I don't think doing a password check before connecting at all is possible (can you confirm if this is your application or not?). I think the nRF Connect app triggers the pairing when initiating the secure characteristic or check for bonding. Take a look at the glucose monitoring service sample.

I'm using version 2.4.2 of the SDK on a 53840. The nrfConnnect app also connects without being paired.

Could you share the SDK version and the Nordic chip or board used here? Is this only happening with the NRF Toolbox app? Have you tested this with any other mobile apps, like nRF Connect? There is a Nordic tutorial for implementing the same. You can refer to this guide and see if you have missed anything.
