nRF9160 does not support raw public keys. For the plan and feature request, please contact your regional sales manager (RSM). If you don't have RSM's information, please fill out the form of Sales related questions.

AFAIK, the implementation used internal in the nRF9160 is also mbedTLS.

I was primarily asking about the offloaded socket/(d)tls implementation on the modem (nrf_modem_lib/mfw-combination).

Still, thanks for your answer, I actually wasn't aware that mbedtls doesn't have support for rfc7250 yet. And I'd wager this is at least a very strong indicator that the offloaded implementation won't have it either, but let's see what Amanda Hsieh finds. 🙂

Though the nRF9160 uses mbedTLS, that's more a question for that project.
