Please see our video on Getting your PPK2 up and running on YouTube and the documentation under "Using the Power Profiler app". This goes through all steps to do measurements.

If you don't start the Power Profiler App of the nRF Connect For Desktop, then the PPK II doesn't enable the "power output". Therefore only the jlink of your DK is powered and visible, but not the nRF9160 on the DK. Once you start the App and "Enable Power Output" that is changing.

Only connecting

PPK2 VIN to P22 VDD_nRF'
PPK2 VOUT to P22 VDD_nRF
PPK2 GND to P21

isn't enough. You need to start the Power Profiler App. And there you need to

Enable Power Output

(That's the button below the mode selector "Source Meter" / "Amper Meter".)
