I would strongly suggest to study and get familiar with the code in the original ble_app_uart_c so that you understand the change has been made to the project in the example I linked above.

The project target is one central to multi-peripheral via data transparency.

The data transparency between central & peripheral can be done in the UART example.

If the project needs the UART + multi-link function, which multi-link function must be migrated into UART?

Please read the documentation. The ble_app_multilink_central example can do one central multi peripherals:
https://infocenter.nordicsemi.com/topic/sdk_nrf5_v17.1.0/ble_sdk_app_multilink.html?cp=9_1_4_2_0_2

But it doesn't have pairing supported, you may need to implement peer_manager into the example. Please refer to other sample for that, for example ble_app_hrs_c
