So it seems that importlib_metadata is not visible because somehow pip runs in isolated environment. I disabled it using --no-build-isolation and pynrfjprog installed successfuly.

There is little mistake in the linked instruction for ZIP installation. Currently there is no setup.py in that ZIP file and pip must be used. Anyway I get the same error.

I use Python 3.8.2 from nRF Connect SDK 2.5.0.

Installing pynrfjprog using pip provides a link to pynrfjprog project which specifies the following command for installing pynrfjprog from PyPI

pip install pynrfjprog

Alternatively, documentation specifies how to install pynrfjprog from a zip file. Compressed zip file can be found in development tools Downloads section.
