P1.0 and P1.1 are assigned to the network core by default when the network core is enabled. The pins are assigned via the 'nordic,nrf-gpio-forwarder' device

I got it. All of the additional functionality on the dev kit was interfering with the pin selection. I found 2 pins, 1.10 and 1.13 that didn't appear to be connected to anything but the header and used them and it worked fine.
