I've just tried to do the same thing with NCS 2.9.0 and 3.0.0 but initially it didn't work.
In my case the problem was the line "source "Kconfig.zephyr""
I had to put it at the end of the Kconfig file and then everything worked fine.

I agree with your observation. This approach would probably have worked if the version information was available prior to calling find_package().
