Did all the parts of the SDK get downloaded?

Can you share a screenshot of the SDK folder?

Also, how did you open the application?

Install from nrf Connect Desktop -> ToolChain Manager

This is an issue I once encountered when opening a sample project. You need to review your build configuration if you encounter problems you have to reinstall them. Then you can see nrf9160 board option in v2.5.0\nrf\sample\mobile\location" settings".
