&lt;p&gt;Turns out it was because I was getting the pop up notification to set up a device and then doing it that way.&lt;/p&gt;
&lt;p&gt;One of the questions along the way was whether to use Google&amp;#39;s app or another one and I always chose another one and then chose Smartthings app, but that doesn&amp;#39;t seem to actually use the Smartthings app.&lt;/p&gt;

&lt;p&gt;You will see that right after the first boot I held the button 1 on the DK as instructed to trigger the Matter factory reset. I still got the error.&lt;/p&gt;
&lt;p&gt;My Phone and hub are both connected to the same network. One via eithernet and the other via wifi to the same router. They are both on the same subnet (192.168.50.x).&lt;/p&gt;
&lt;p&gt;Please advise where to go from there. ALSO I have seen that if I was logged out of the Samsung account , it didn&amp;#39;t want to add the devices.&lt;br /&gt;- some failure in my compilation that resulted in my devices crashing while booting, but this was usually due to our custom device not being correctly compiled for NO 32Khz operation. Zepher/Matter Demos doesn&amp;#39;t like trying to use the 32khz crystal when it doesn&amp;#39;t exist .... who knew?&lt;br /&gt;&lt;br /&gt;A. It should spout debug output about the state of the device. &lt;p&gt;I did have this all working before, but started over.&lt;/p&gt;
&lt;p&gt;The first thing I did was factory reset the Smartthings hub. I had also removed it from my Samsung account and phone. Basically starting from scratch on everything.&lt;/p&gt;
&lt;p&gt;I totally erased the Nordic DK and built and flashed the light_bulb example without changes.&lt;/p&gt;
&lt;p&gt;This is the state I am in now.&lt;/p&gt;
