One of the functions of the DECT MAC layer is to allocate radio resources to RDs. According to the standard, the MAC layer does that using special beacon messages ("resource allocation IEs") that contain the slot and subslot numbers that

RE: DECT NR+ MAC->PHY transmission scheduling

there is also the initiative with currently 2 stack options, and at least 1 more is expected in May

Nordic currently has in 2.0.0 firmware a star Mac, no mesh, no multiple hops. It is random access only,

RE: DECT NR+ MAC->PHY transmission scheduling

you can check this web page:
https://www.nordicsemi.com/Resources/Nordic-Partners/Solution-Partners
scroll down to DECT NR+.
I think that Wirepas may have a MAC layer for fee.

Also, I noticed the following (screenshot below) on their firmware download site:
https://www.nordicsemi.com/Products/nRF9161/Download

and there's a v2.0.0 firmware that reads "MAC and PHY". So it looks like Nordic may be now providing at least some MAC functionality. Also reads, "The nRF Connect SDK release v3.3.x. will support the API fully". It looks like this SDK version is now in "preview" release.

It does not however need to be per RD, but instead the FT device announces the random access channel resource, and the PT devices compete for access on the slots, using the Listen-Before-Talk LBT to detect if somebody is already transmitting.
MAC layer needs to translate modem time to slots. When the beacon message is received, it is the start of a frame, received with the modem timestamp. MAC layer can then calculate the timestamps for slots based on the timestamp. As said, usually it is not per slot, but there is a longer random access window of multiple slots.
the binary demo is currently not planned to be released as source code, it is a SW tool, not a reference implementation of MAC.
