The GPIOTE + PPI are maximum 8 MHz, because it is synchronous to the 16MHz clock.

Could you tell me what you mean by "15MHz external source"? Is this for the crystal supplying the clock, or do you have an external 15MHz signal that you wish to use as input to the count functionality of the timer?

Yes I have an older standard I have to implement that relies on a 15mhz base frequency
