Cannot find any documentation or example of how to do so using visual studio 2022 with C#.
I have no previous experience working with USB BLE dongle

RE: Who to use nRF52840 USB840F dongle in c# application

Hello,

It's possible to enable a BT shell over USB (where you can send commands to a serial port to scan for and connect to BLE devices):
https://devzone.nordicsemi.com/guides/nrf-connect-sdk-guides/b/peripherals/posts/using-bluetooth-shell
https://docs.zephyrproject.org/latest/connectivity/bluetooth/bluetooth-shell.html

So I would have looked at how to interface a serial port (COM port) if you want to build a generic Windows application. You would then send human readable commands and parse strings in your application, and present it to the use as you best see fit.
