I want to design a Hardware using the nRF51 Dongle as the reference Design.

&lt;p&gt;For Bluetooth SIG you could in theory do what you are suggesting, however we still recommend doing a retest. Either way you will have to get it FCC approved. Please consult the &lt;a href="https://www.nordicsemi.com/eng/nordic/download_resource/20345/5/13233895"&gt;regulatory and compliance standards&lt;/a&gt; whitepaper for more information.&lt;/p&gt;
&lt;p&gt;If you do an exact copy and only remove the debugger part, the RF performance should be identical.&lt;/p&gt;
