&lt;p&gt;So could it be a week pullup resistor situation? can you can a pullup resistor and see if it improves, the boot process. From reading I see there is a possible WEAK resistor that isn&amp;#39;t keeping it happy for boot and appears as a Strapping pin instead?&lt;/p&gt;

&lt;p&gt;Do you have a schematic to post? I would clean it off and put a row of pins on the target board, You try a GND jumper from the SWD interface and the power GND pin?&amp;nbsp;&lt;/p&gt;
&lt;p&gt;You may have a ground loop or not enough GND pins connected, do you have a big capacitor on the VDD 3.3v&lt;/p&gt;
&lt;p&gt;how is it powered.?&lt;/p&gt;

&lt;p&gt;Can you show how it is connected, or a picture of the setup.&lt;/p&gt;
&lt;p&gt;Could there be incorrect pull UP/Down resistor pin assignment, The debugger is showing you something.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;almost like a strapping pin action? and the debugger makes it NOT. or high Z?&lt;/p&gt;
