&lt;p&gt;It can be that Windows have specific requirements, and it&amp;#39;s difficult to know exactly what that may be. So the best is really some try and error approach here. Btw, you don&amp;#39;t write anything about iOS works, but that is something you can also try.&lt;/p&gt;

&lt;p&gt;I don&amp;#39;t have any direct explaination as to why you only see this with the tablet vs. Windows. However normally Windows will allways apply the &amp;quot;strongest&amp;quot; common security level upon connection/bonding, while I know other OS may only apply the such security depending on the actual requirement of the services and characteristics of the GATT database. In any case, if you are using peer manager, then this event will be handled by the peer manager module, and it&amp;#39;s not intended to be used/handled by the application.&lt;/p&gt;
