it seems that it's possible to have insufficient permissions for C:\ProgramData or C:\ProgramData\Package Cache even if you run as admin (not sure why).

The solution might be go into the Security tab in the the folder properties and change the administrator permissions to "Full control" if that's the case.

I tried already and there seems to be no difference but I will verify with the company whether my admin rights are actually real administrator rights, cause the behaviour does not seem to change.

Can you try to run the installer as administrator? It seems like it might be a permission issue
