&lt;p&gt;it seems that it&amp;#39;s possible to have insufficient permissions for &lt;code&gt;C:\ProgramData&lt;/code&gt; or &lt;code&gt;C:\ProgramData\Package Cache&amp;nbsp;&lt;/code&gt;even if you run as admin (not sure why).&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The solution might be go into the Security tab in the the folder properties and change the administrator permissions to &amp;quot;Full control&amp;quot; if that&amp;#39;s the case.&lt;/p&gt;

&lt;p&gt;Can you try to run the installer as administrator? It seems like it might be a permission&amp;nbsp;issue&amp;nbsp;&lt;/p&gt;
