I'd like to develop a BLE OTA Bootloader using the NRF Connect SDK, but I need to program my NRF52840 with a Serial Wire debugger. What tools do I need? Is there a Hex file I can upload that is output by the NRF Connect SDK?
Thanks,

You always get a hex file (or several) as a result of building with the nRF Connect SDK, and whis can be programmed via SWD. These are fundamental concepts, so I recommend you take a look at Getting started with nRF52 Series and the following steps that show you how to install and use the tools and SDK.
