Have you made sure you are building without optimization? You can do this from "Project -> Options... -> C/C++ Compiler -> Optimizations". There you should set the Level to "None". You would probably also want to define "DEBUG" under "Project -> Options... -> C/C++ Compiler -> Preprocessor", but this is not required in order to step through the code.
