My Envriornment
1.9.1 NCS nRF9160DK Current Modem Version : 1.3.2 This question is involving a device which is in production.
The issue is, if the device repeatedly reboots and the modem reset counter overflows,
Is the repeated reboot intentional? By disconnection the network using i.e. AT+CFUN=0 you should be able to reset without issues. The device must receive confirmation from the network that it has been disconnected. Please note that a too short interval between AT+CFUN=1 followed by a AT+CFUN=0 can also cause reset restriction.

If you device is in a reset restriction loop you will need to do as described in our documentation: Wait 30 minutes in AT+CFUN=1.

This is a safety mechanism that the operators have.

Kind regards,
Øyvind
