Devs have the solution:

Try to use CASHE STRING "" in the set command.

set(ipc_radio_PM_STATIC_YML_FILE <path> CACHE STRING "")

I see the same. Created internal ticket on this as a bug.

As a workaround you can try to add static partitioning directly in the ipc_radio project

it throws a cmake warning for mismatched partition manager file when using sysbuild.

It looks like the sysbuild version of the partition manager script doesn't support multiple static partition files. It's expecting the same yml file even though the domain has changed (cpuapp for the first domain, cpunet for the second domain).

So the CMake method works, but you want to know if there is some way Sysbuild will automatically pick up the pm_static.yml for the network core?
