It sounds like the Windows version is the contributing factor to the issue you’re experiencing. Did you try reporting this to Microsoft to seek their assistance?

On the device side, the USB HID Class API is part of the open-source solution provided by Zephyr if you’re using NCS. I recommend raising an issue on the Zephyr GitHub Issues page to get more targeted help regarding your observation from the device side.
