Blank lu1p ic from Nordic comes with a bootloader. nRFGo Studio (sw tool) shall be able to detect the dongle running the bootloader code on your first plug-in.
See section 17.6 "Flash programming through USB" of nRF24LU1P Product Specs.

Please make sure

your application doesn't overwrite the bootloader and

you are able to reactivate the bootloader in case you need to re-program

Of course you also need a nRFgo Motherboard.

RE: Which tools I need to work with nRF24LU1+ and using as HID usb dongle?

I wonder if it is possible with the nRF24LU1+ Development Kit (www.digikey.com/.../4626370)

RE: Which tools I need to work with nRF24LU1+ and using as HID usb dongle?

You can program it over the USB port the first time as it has a bootloader when if comes from the factory.
