I'm working on a very high density board with the nRF54L15-QFAA (we want to prevent using a CSP) and I'm running into some routing issues. While looking for optimizations, I was wondering if all the VDD pins need to be connected explicitly to the

RE: Should all VDD pins be explicitly connected to the VDD supply?

Hi,

Yes all of these VDD pins should be connected to supply as in the reference design, that is what we have tested and know will work. I can't comment on the internal power design of the chip, but I can say that the chip is designed such that all VDD pins should be connected.
