 I&amp;#39;d like to use a std USB BT4 dongle (trendnet TBW-106UB),
that install me a bluesoleil stack for bluetooth under Win7
to dialog with cutom BT4 device using a NRF51822

If it is for development I would recommend using our pc-ble-driver or just use a phone as suggested in the comments.&lt;/p&gt;
&lt;p&gt;A central will not send any packets, instead it will be scanning for advertisements. However this requires a lot more power than sending advertisement packet and isn&amp;#39;t a very common approach. As long as power isn&amp;#39;t a limitation I don&amp;#39;t see any reason this wouldn&amp;#39;t work.&lt;/p&gt;
&lt;p&gt;Most iOS phones can be used as advertisers. If I remember correctly iOS has had peripheral support since iOS 7 (could be 6). so I think it&amp;#39;s BT4 !
I do not see how to use it...&lt;/p&gt;

This is very different protocol. In order to talk to BLE devices you need BLE enabled dongle i.e. &lt;a href="https://www.nordicsemi.com/eng/Products/nRF51-Dongle"&gt;nRF51-Dongle&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;As for mobile phones most Android devices can&amp;#39;t act as BLE peripheral. Even recent flagship devices like Nexus 5. It is also firmware version dependent (preview versions of Android Marshmallow for N5 had BLE adveriser enabled but it was removed in final release). So currently I wouldn&amp;#39;t count on that functionality. If you have particular device you want to test install Nordics Master Controll panel for Android and chceck if &amp;quot;Advertiser&amp;quot; tab works.&lt;/p&gt;&lt;div style="clear:both;"&gt;&lt;/div&gt;</description></item></channel></rss>
