The PDK is not supported for newer versions of the SDK. I think that it should work for v2.7.0. See v2.7.0 docs on nRF54L15.

So try and use v2.7.0 with it.

After posting this and getting with my Nordic rep, he figured it was probably something like this. He has ordered a new DK, but it might not be here for a while.

Is there something I can do to get this one to work?

We do not support that version of the nRF54L15 kit in the newest version of the SDK.

Try to ask your local Nordic sales contact if they can help you you get a new nRF54L15DK.
The PDKs are, in general, only for early sampling.
