No, unfortunately, there are no way of doing this during runtime. You can use the PLMN Access Limitation %PALL command.

Yes, correct, you can call the AT+COPS AT command, but it is also possible to set this using our LTE Link Controller and the Kconfig configuration

CONFIG_LTE_LOCK_PLMN and CONFIG_LTE_LOCK_PLMN_STRING.
