Issue is the stack size, there is likely some small changes that increases the stack here in 2.9.0, setting CONFIG_BT_MESH_ADV_STACK_SIZE to 2048 should fix the issue.

UPDATE: Reverting to v2.7.0 fixed the issue. Testing v2.8.0 shortly as I will need to use this version or higher for my new nf54L boards.

UPDATE 2: v2.8.0 works as well.
