Yes they are. I'm sorry I didn't spot that. Downloading the devicefamily pack from our home page should work: https://www.nordicsemi.com/Products/Development-tools/nRF-MDK/Download

Choose the "pack" and the version you need from the dropdown and scroll up to download from the link.

Have you tried downloading the DeviceFamilyPack manually from: https://www.keil.arm.com/packs/nrf_devicefamilypack-nordicsemiconductor/devices/

These have changed URLs quite a bit since the many years it has been since we officially supported Keil µVision. In the latest nRF5 SDKs it's recommended to use SEGGER Embedded Studio, or as is recommended for any new projects, move to the nRF Connect SDK and Visual Studio Code.
