AT+CGDCONT
It is not clear what the customer has actually done. Has the modem be activated with CFUN=1 before requestind PDP context information?
Device receives IP address in LTE attach procedure. When giving AT+CGDCONT? after LTE registration (CFUN=1 and related CEREG notifications) IP address should be available.

AT+CGACT
Is this given after modem is activated with CFUN=1? Subscribing to CME Error codes would give error cause to CGACT and help to understand what is going wrong.

AT+CMNG
Modem log would be needed for analyzing certificate storage problems.

Is the last bullet actually answer to CGDCONT and CGACT issues. If attach fails there will not be IP address in device. Neither does additional PDN activation succeed if attach has failed.
