&lt;p&gt;These are internal test points and shall be NC. All the small pads under the module shall be NC (81 to 104)&lt;/p&gt;

&lt;p&gt;The note just means that the pins should be soldered to a pad like all the other pads on the module. &lt;/p&gt;
