I have been trying to do a clean install with a new win 10 VM and it always fails. The MDK is 5.18, and I always get the message "Cannot install Pack NordicSemiconductor.nRF_DeviceFamilyPack.8.5.0: Cannot compile SVD file(s)"

Have you tried to install the MDK pack (not the keil 4 version)? If all else fail, can you try with a clean install of Keil, then install the pack I linked to, before you use the Pack installer to get the rest?

Regarding the "No ULINK Device found", you probably have the debugger incorrectly configured. Try to open Project -> Option for Target... -> Debug. Select J-LINK / J-TRACE Corte in the dropdown in the upper right corner if it is not already done. Then click Settings to the right of it. Make sure the Port is "SW" and that max clock is set to 5 MHz.

Unfortunately, I still get the same error message. I removed the packs I am using and re-installed them and I got the same error and a new problem: after re-building all my files, I try to reload to the board and I get the error "No ULINK Device found". I know the board and the drivers are OK because I can download the same program using the IAR compiler and everything works OK (on the other hand, I do not know how to check that IAR has the latest packs). To summarize my current issues (and hopefully get more suggestions from you):

How to troubleshoot or eliminate error message "Cannot install Pack NordicSemiconductor.nRF_DeviceFamilyPack.8.5.0: Canot compile SVD file(s)
How to troubleshoot or eliminate" "No ULINK Device found" when trying to download my program to the Nordic board PCA100400 (which works OK with IAR)
How to confirm I have the latest SVD file for the Keil compiler
How to check that the IAR compiler is using DeviceFamilyPack.8.5.0

Your help with any one of those issues is greatly appreciated.

I did a clean install of Keil 5.18 now and had the same issue. Installing/upgrading all other nordic pacs did the trick for me for some reason, though I do not understand why. Have you tried that?

I have not tried with Keil 5.17 (I do not have it installed) How can I check that I have the correct SVD file? Or even better, where can I find the latest SVD file? I did go into debugging mode yesterday and I noticed that the PPI register window did not show all the registers so I figured the SVD file was old.

To be honest I don't know. I have not seen that error before. I see this guy has the same issue with a older pack, but with Keil 5.18. Out of curiosity: does it work with Keil 5.17 (which I use)?

I completed step 1 as described above. On Step 2, "Then click on the packs to update them", I got the following message: "Cannot install Pack NordicSemiconductor.nRF_DeviceFamilyPack.8.5.0: Canot compile SVD file(s)

Using Keil 5, you should update the pack from the Pack Installer (Project -> Manage -> Pack Installer...). From there you should click the green arrows in the upper left corner to refresh the packs.
Then click on the packs to update them. After that you should select the pack version (Project -> Manage -> Select Software Packs...). There you should select version 8.5.0 in the version dropdown menu.
Right click on Device in the Project Window and select "Options for Component Class 'Device'". There
You may have to rightclick on the system_nrf52.c and arm_startup_nrf52.s under "Device" in the Project Window and select to update the version.
