So yeah, your plan for testing with a Nordic DK and a Raspberry Pi sounds spot on.

You'd basically commission your Nordic DK to your first Raspberry Pi controller, then use the new, simplified flow to get it onboarded with a second controller (another Pi, or even a smart home app).

Yes, it should be possible.. The multi-admin functionality is enabled for all examples by default including Light Switch. I would suggest that you go through this documentation: https://docs.nordicsemi.com/bundle/ncs-latest/page/matter/chip_tool_guide.html#multi-admin_scenario
