the CONFIGs are default, I want to change them, but I didn't seem to take effect.

Sorry, I have not used these CONFIGs before.

It seems you are setting TIME_BTWN_SCANS = 30, and it seems like it is 30ms, according to your screenshot? And there seems to be 5 scan attempts in your screenshot, much like you set?
