Solved by adding both CONFIG_BT_SMP_ALLOW_UNAUTH_OVERWRITE=y and CONFIG_BT_SMP_ALLOW_UNAUTH_OVERWRITE=y

After add

CONFIG_BT_SMP_ALLOW_UNAUTH_OVERWRITE=y

to my prj.conf,But this issue still apper.

Hi Martin,
The device wouldn't know if the phone delete bond or not. It only experience that the phone disconnect the connection.

The reason the re-bonding is rejected is for security reason that a spoofing attacker can use the same address as the phone to overwrite the bonding information of the original phone and can access the device without any interaction from the end user ( I assume you are doing just work pairing)
To enable such behavior you would need to enable: https://docs.nordicsemi.com/bundle/ncs-3.0.1/page/kconfig/index.html#!CONFIG_BT_SMP_ALLOW_UNAUTH_OVERWRITE

As I mentioned you should consider this with the security drawback described above.
