Did you "activate" the modem with CFUN=1 or "lte_lc_normal" before you try to set the APN?

Try to set the APN before you activate the modem.

Hello,

Are you using a custom board or our development kit? We might need to collect modem traces from the device, but before that, could you please verify that you have the same behavior with the Cellular: PDN sample? Also, make sure that you are connected to the network before activating PDN. From the attached code it looks like you are initializing modem last?
