Great, reflashing the modem firmware did the "unblocking" trick, seems to be solved. Thank you!
Any idea what could have happened, however?

Yes, NCS 3.1.0 and MFW 2.0.2

Indeed, when I reflash older, previously working app, the behavior is still stuck (the described error and no AT command accepted by modem, subsequently), looks like modem "remembers" the issue?!

Is it on NCS 3.1.0 you are seeing this? What MFW are you using?

Am I understanding that you are reflashing an application you know worked before, as well as the MFW and you are still seeing the same issue?
