I was able to fix the issue and it works now.&lt;br /&gt;&lt;br /&gt;After you had told me to check the COM ports 0 and 1 and saw that mine were 27 and 29 (I didn&amp;#39;t find it strange that they were higher numbers), but I did think it strange that they weren&amp;#39;t consecutive.&amp;nbsp; Assumed that 28 must have already been taken somehow, but decided to see if this was the issue.&lt;br /&gt;&lt;br /&gt;I did some reading on how to reset the COM numbers.&amp;nbsp; I tried messing with the COM Port Arbiter in the Registry, but this just freed-up or changed the numbering (didn&amp;#39;t impact the installed devices).&lt;br /&gt;&lt;br /&gt;I had previously tried uninstalling the COM ports (and drivers) from the device manager while connected to the device and it didn&amp;#39;t help anything (they came back with the same numbers).&lt;br /&gt;&lt;br /&gt;I&amp;nbsp;found a tip that you can enable hidden devices in the device manager.&amp;nbsp; This let me see all the COM ports including the PPKs while not connected to it.&amp;nbsp; I uninstalled 27, 28 and 29 and then reconnected.&amp;nbsp; I noticed the COM ports changed from 27 and 29 to 27 and 28.&amp;nbsp; &lt;p&gt;Yes v8.18 of Segger J-Link was tried first, as can be seen in the first of the two logs posted.&amp;nbsp; I updated to v8.74 (2nd log) to see if it would make any difference and it didn&amp;#39;t.&lt;br /&gt;&lt;br /&gt;I again tried uninstalling all versions of Segger J-Link and all Nordic Tools and just reinstalling only nRF Connect Desktop, and I&amp;#39;m still seeing the same issue.&lt;br /&gt;&lt;br /&gt;I went back to the PC where this is work.&amp;nbsp; I verified:&lt;br /&gt;- Same nRF Connect for Desktop Version (v5.2.0)&lt;br /&gt;- Same Segger J-Link version (v8.18)&lt;br /&gt;- Same Devices showing up in the device manager and same versions for those devices.&lt;br /&gt;- LED is flashing green in the same manner before connecting.&lt;/p&gt;

&lt;div class="core19-log-cell"&gt;Connected to the device with the serial number F00CD018F83F and family: Unknown&lt;br /&gt;&lt;br /&gt;Thanks for the info on direct programming.&amp;nbsp; I was able to do that.&amp;nbsp; My file name was:&lt;br /&gt;pca63100_ppk2_1.2.4_db16a94.hex&lt;br /&gt;&lt;br /&gt;It said it completed successfully in 9 seconds.&amp;nbsp; I rebooted the PPK2 and tried the Power Profiler app again, but I still get the same thing.&amp;nbsp; It just says connecting forever with the green LED slowly flashing...&lt;br /&gt;&lt;br /&gt;Any other ideas?&lt;br /&gt;Thanks again.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;

What was the second device?&lt;br /&gt;&lt;br /&gt;It might be that your firmware update got interrupted. You could try to change USB cable and/or USB port or program firmware manually using Programmer application.
