&lt;p&gt;I would recommend that you contact your IT department related to the usage (or lack thereof) of the Appdata/Local/ directory.&lt;/p&gt;
&lt;p&gt;As a workaround, you can use Segger Ozone for debugging at this time.&lt;/p&gt;
