There's a long range mode with lower data rate available with Bluetooth 5 specification:

That is the configuration that allows up to 400meter of range. The nRF54L15 supports this mode along with +7dBm output power is the key to achieve longest possible range without adding front end module with extra amplification, like the nRF21540.

I notice in Nordic website you posted, the range of BLUETOOTH 5 (LE) is up to 400m. Does nRF54L15 can support 400m outdoor?

And what's the configuration to reach 400m? Like which PHY should we select? or any other?

It all comes down to design layout, output power used, antenna implementation and so on.

If you want to optimize your range you should keep this in mind as you design the board. Have it reviewed, keep the antenna as simple as possible, tune the RF performance and so on. Normally we say 20-30 meters is the range. This is achievable by most designs given a reasonable implementation. It can easily go above that and some might find 30 meter to be a stretch.

Follow the reference designs, we have for best performance.

What sort of range are you looking for?
