 I am using nrf51822 ceaa package. 
 What would happen if dec1 pin is not connected to a capacitor? 
 According to the datasheet, it is for power decoupling and is connected to a capacitor on recommended circuitry.

Without it you might get noise from your power source propagated into the peripherals and/or experience power surges.
