I need dual bank so both firmware loader and main application are revertible.

Regarding the described issue - I observed the same behaviour on NCS v3.5.0-preview1. Patches I provided still seem to help.

I am not immediately able say what is wrong and whether the patch is correct, but before investigating further, could you please check out the single slot DFU sample (https://nrfconnectdocs.nordicsemi.com/ncs/latest/nrf/samples/dfu/single_slot/README.html)? This DFU architecture will leave much more NV memory for your main application, if that is the primary goal. This project can also be built with the Installer (MCUboot Firmware Loader installer) image to enable updates of the FW loader.
